HIGH SCHOOL DIVISION BY-LAWS

Minnesota Association of SkillsUSA

ARTICLE 1 - NAME

Section 1. The name of this organization shall be the Minnesota Association of SkillsUSA, High School Division.

ARTICLE II - CHAPTER ENTITLEMENT FOR STATE OFFICE

Section 1. A local chapter may submit three candidates in nomination for state office. Special consideration for additional candidates may be recommended by the Executive Director.

Section 2. Candidates in nomination will not be designated to run for any particular office. Each voting delegate will vote for seven candidates. The seven candidates receiving the most votes will be elected. Those elected will be designated as one of the offices of President, Vice President, Secretary, Treasurer, Parliamentarian, Historian or Reporter during the State Officer Training Workshop.

ARTICLE III - QUALIFICATIONS FOR OFFICE

Section 1. A candidate for any state office must have the written approval of their high school administrator and advisor.

Section 2. A candidate for any state office must be in attendance at the Delegate Assembly.

Section 3. A candidate for any state office must be an active member with the current year's dues paid.

Section 4. Any additional qualifications may be established by the Executive Board. These qualifications shall be reviewed annually by the Board to reflect the current thinking on officer qualifications held by local chapter advisors and active members of the State Association.

ARTICLE IV - NOMINATING PROCEDURE

Section 1. The procedure for nominating candidates for state office shall be established by the Executive Board. These rules shall be reviewed annually by the Board so they reflect the current thinking on nominating procedures held by local chapter advisors and active members of the State Association.

ARTICLE V - VOTING DELEGATES

Section 1. The number of local chapter Voting Delegates at SkillsUSA Minnesota, High School Division conferences, assemblies, and meetings shall be determined by the number of active members in each chapter. Each local chapter with active membership of 5 - 19 members may have three voting delegates; 20 - 29 members, 4 voting delegates; with an additional voting delegate per 10 paid student members. Number of delegates for fall meetings will be based upon the previous year’s final membership.

Section 2. All voting for officers will be done separately by written ballot.

ARTICLE VI - DUTIES OF STATE OFFICERS

Section 1. President. The President shall exercise general supervision over the affairs of the Association pursuant to the policies and directive of the Executive Board, and have all powers inherent on the office of the President, including the power and duty of presiding over state meetings. The President shall appoint all necessary committees and may serve as an ex-officio member of the committees.

Section 2. Other Offices. The Vice President, Secretary, Treasurer, Parliamentarian, Historian, and Reporter positions will form a team to assist the President. Their responsibilities are to function as a team in hosting state conferences and to act in the role of voting delegates at the national conference.

ARTICLE VII - AMENDMENTS

Section 1. To amend the by-laws, the proposed amendment must be presented to the membership at any regularly called meeting with prior notification being sent to local chapters with pre-conference registration material. A simple majority of those present is required for passage.

ARTICLE VIII - FISCAL YEAR

Section 1. The fiscal year of the Association shall be September 1 through August 31.
